About Us
Dr. Nia
Dr. Afsaneh Raoufinia, D.V.M. Ph.D. is the Oceana Pet Hospital's owner and primary veterinarian on staff. Dr. Nia, as all her staff and clients call her, obtained her DVM degree in 1986, and Ph.D. in Medical Microbiology in 1992 from Tehran University. After participating in a research program in Colorado State University, she received her veterinary accreditation from Tuskegee University in Alabama. She has many years of experience in regular and emergency animal hospitals in Nevada and California. She was also the co-owner of the only 24-hour animal hospital in Las Vegas for 3 years.
Dr. Nia completed her acupuncture course in International Veterinary Acupuncture Society (IVAS). She has added alternative complementary medicine to her list of services.
Dr. Nia has two daughters and a lovely dog named Paya.
She enjoys hiking, painting, and watching movies in her free time.
Dr. Tabai
Dr. Omid Tabai is the Oceana Pet Hospital's co-owner and veterinarian on staff. Dr. Tabai earned his DVM degree in 1989 from Tehran University. He received his veterinary accreditation from Alabama.
Dr. Tabai was the primary owner of a 24-hour animal hospital in Las Vegas for years. He has brought his years of experience in emergency training and volunteering in rescue groups and animal shelters to Oceana Pet Hospital.
He has been licensed in Washington, Nevada and California.
Dr. Tabai is certified through Vet-Stem to perform Stem Cell therapy.
He plays chess and likes to hike in his spare time.
Dr. Lacie Carlisle
Dr. Lacie Carlisle, D.V.M., M.S., is a full time associate and the newest veterinarian on staff at Oceana Pet Hospital. She is UC Davis graduate, and also has a master degree (M.S) in Nutritional Biology (with an emphasis on animal nutrition) from UC Davis. Prior to graduating from vet school, Dr. Carlisle worked as a registered veterinary technician for a number of years in the greater Sacramento area.
Dr. Carlisle’s areas of interest include exotics medicine, nutrition, internal medicine, and complementary medicine. She hopes to pursue acupuncture certification in the future.
In her spare time she enjoys creating intricate mosaics which she shows in local venues, hiking, and spending time with friends and loved ones. She has a wonderful mutt named Karma, two bearded dragons, Sage and Poppy, and a veiled chameleon named Wasabi.
Dr. Bill Rivers We are very pleased to have Dr. Bill Rivers as our consulting radiologist. Dr. Rivers performs the more complicated ultrasound examinations on our patients, and helps us interpret our more complicated x-ray studies on our patients.
Dr. Rivers graduated from UC Davis School of Veterinary Medicine in 1984, and after an internship with Dr. Steven Ettinger in Los Angeles the following year, practiced general small animal medicine in the San Francisco Bay Area for several years. Dr. Rivers then completed specialty training and a PhD in Radiology from the University of Minnesota and became board certified as a specialist in Veterinary Radiology by the American College of Veterinary Medicine in 1995. After being on staff at two veterinary schools and a private specialty practice, he established his Bay Area Consulting practice in 1989.
